หลังสงครามโลกครั้งที่ 2 เป็นต้นมา แนวคิดที่ว่า “ประชาชนเป็นกำลังสำคัญของชาติ” ชัดเจนขึ้นมาก ทำให้เรื่องส้วมๆกลายเป็นเรื่องสำคัญ ถึงกับต้องส่งเจ้าหน้าที่สาธารณสุขบุกถึงครัวเรือน ไม่ว่าจะทุรกันดารเพียงใด เพื่อ “เซลไอเดีย” ให้ทุกคนหันมาสร้างส้วมที่ถูกสุขลักษณะ โดยรัฐบาลพร้อมจะสร้างส้วมให้ ขณะที่เจ้าของบ้านร่วมออกทุนหรือวัสดุเพียงบางส่วน
